School Withdraws Discredited CABE Transgender Policy – 5145.53

Canton Public Schools has become the first district to repeal its “Transgender and Gender Non-Conforming Youth” policy which was based on CABE’s 5145.53 policy. FIC has been a vocal and lonely critic of the Connecticut Association of Boards of Education (CABE) policy adopted in 2013 and endorsed by the CT State Department of Education in 2017 at the behest of activists. In 2022, school districts started adopting these policies and FIC called them out. This year, in March 2025, we demanded that Shipman & Goodwin, attorneys for Canton Public Schools and many other BOEs, CABE, the CT Dept. of Education and all schools that had adopted the transgender policy reconsider it.

The policy conflicts with state law and indulges in a discredited and harmful philosophy – gender ideology (think astrology, but instead of star constellations, substitute inner feelings and personal style). The social contagion aspect of transgenderism is finally fading and being exposed as a top-down, adult-driven queer ideology forced on school children. “Transgender” is a social construct and a label that can mean anything from a 2-year old girl who prefers dump trucks to a middle-aged autogynephilic man who is sexually aroused at the thought of wearing a dress. It is an umbrella term used by activists which is expanded and contracted to suit their political or funding needs.

We may be beginning to see a steep drop in self-identifying “transgender” youth, but at what cost do we continue to force this ideology on Connecticut children? How many families destroyed? How much longer will Connecticut schools and libraries force feed kids a messed up diet of gender unicorns and secret social transitions? Any adults in the news / board / class / hearing /agency / locker rooms who know better but sheepishly keep silent and continue to play along should be ashamed. No doubt many (except Attorney General Tong and HouseSenate & Congressional Democrats) are looking for ways to distance themselves.

Gender ideology is firmly entrenched in CT, maybe some teenagers (and facially, at least one school board) are realizing that permanently mutilating your body is not the answer to adolescent anxiety or even deep personal distress. In fact, it multiplies it.

Schools could have complied with Connecticut laws prohibiting discrimination based on “gender and gender identity” and still respect boundaries based on someone’s immutable sex without resorting to this draconian policy.

Canton Public Schools (like Cromwell) is also the subject of an ongoing Title IX Investigation by the federal Department of Education Office of Civil Rights – with similar facts to the investigation FIC urged in September 2025 against Waterbury, Watertown, Wolcott, Torrington, Derby, Ansonia, Prospect, Naugatuck, Seymour and Oxford high schools. This is likely the source of Canton’s policy clean-up. Canton Public Schools is also a party to Soule vs CIAC – regarding the same sex discrimination. FIC has attended those hearings to support the plaintiffs and educated legislators by inviting them to meet the brave parents during session. It is the General Assembly’s lack of curiosity on this important issue to protect girls sports that is now jeopardizing federal funding for these schools and harming girls across the state.
