The Trump Justice Department’s Civil Rights Division has opened 15 new investigations into possible race discrimination in medical school admissions, the department announced Thursday.
“Many of America’s top medical schools appear more concerned about the demographics of their incoming classes than training students to succeed in the profession,” Assistant Attorney General Harmeet K. Dhillon of the Justice Department’s Civil Rights Division said in a statement. “Under this Justice Department, we will continue to protect American students from discriminatory and illegal preferences in admissions — especially in professions as critical as medicine, where quality of training should be the top priority.”
The announcement of the new investigations comes following findings that both the University of California at Los Angeles (UCLA) and Yale University in Connecticut illegally used race in the determination of students accepted into their medical schools.
The purpose of the investigations is to ensure medical schools that receive federal taxpayer funding are in compliance with federal law to “ensure the students become doctors based on their merit, not their race,” the department said.
In 2023, Chief Justice John Roberts wrote for the U.S. Supreme Court’s opinion in Students for Fair Admissions, Inc. v. President & Fellows of Harvard College that “[e]liminating racial discrimination means eliminating all of it.”
While “an applicant’s discussions of how race affected his or her life, be it through discrimination, inspiration, or otherwise” are appropriate, Roberts asserted these “must be tied to that student’s courage and determination” or “to that student’s unique ability to contribute to the university.”
The chief justice summarized why racially discriminatory admissions violated the Equal Protection Clause of the 14th Amendment:
In other words, the student must be treated based on his or her experiences as an individual—not on the basis of race. Many universities have for too long done just the opposite. And in doing so, they have concluded, wrongly, that the touchstone of an individual’s identity is not challenges bested, skills built, or lessons learned but the color of their skin. Our constitutional history does not tolerate that choice.
A 2025 report released by Do No Harm revealed how medical schools continued to use race in their admissions procedures despite the Supreme Court’s ruling.
“[W]e requested 2024 medical school admissions data from every public medical school in the country, including an applicant’s race, their undergraduate GPA, Medical College Admission Test (MCAT) score, and whether they were admitted,” explained authors Ian Kingsbury and Naomi Risch.
“Among the 93 public allopathic medical schools in the United States, 23 have fulfilled the data request,” they reported. “Among the 23 schools, accepted Asian and white applicants had higher MCAT scores than accepted black applicants at all but one school. In fact, at 13 schools, the average MCAT score of rejected Asian or white applicants was higher than the average MCAT score of accepted black applicants.”
The Justice Department’s Civil Rights Division opened the investigations into the unnamed medical schools to “enforce compliance with federal law and ensure … students become doctors based on their merit, not their race.”
The investigations will assess whether the 15 medical schools follow Title VI of the Civil Rights Act as interpreted by the Court’s decision in Students for Fair Admissions.
