U.S. Rep. Jahana Hayes (D-CT-05), Connecticut’s former National Teacher of the Year, found herself at the center of a heated exchange during a House Education and Workforce Committee meeting on Tuesday, as Republicans advanced a bill aimed at codifying the biological definition of sex under Title IX.
The Title IX Clarification Act of 2026 (H.R. 8781) passed the committee on an 18-15 party-line vote. The legislation seeks to clarify that “sex” in Title IX refers to an individual’s “biologically determined sex, as either male or female,” with definitions tied to reproductive biology (large gametes/ova for females and small gametes/sperm for males).
Proponents argue it simply aligns federal law with the recent Supreme Court ruling on transgender athletes and protects women’s sports and spaces. Those opposed to biological reality, including Hayes, say it goes further and could undermine broader civil rights protections for LGBTQ+ students.
The most dramatic moment came when Hayes directly challenged Rep. Mary Miller (R-IL), a co-sponsor of the bill. Hayes argued that no court decision could “stop a young person from being gay” and pressed Miller on whether the bill would lead schools and programs to “erase” these students and abandon their obligation to keep them safe.
“We should be honest with our children and tell them the truth. This is not about gay. This is about trans men going into girls’ safe spaces and on their athletic teams, and it has definitely diminished our girls' opportunities … they are not getting equal opportunities when they are participating against a man who we all know can have way more bone mass, muscle mass, and it's 100% not fair," Miller said. "I mean, you know it. You guys are a bunch of liars. You're deceivers.”
Hayes shouted repeatedly at Miller, "Call me a liar again. Call me a liar again. Call me a liar again," prompting Committee Chairman Rep. Tim Walberg (R-MI) to bang his gavel. The committee briefly adjourned and when the session resumed, Miller’s comments were withdrawn from the record. The underlying tension, however, remained.
In the wake of the exchange, Hayes and fellow Democrats argued the Republican bill exceeds the Supreme Court’s recent decision on transgender athletes and could strip transgender students of protections against discrimination in admissions, counseling, facilities, and harassment cases.
Republicans countered that the bill protects female athletes and spaces while still allowing other civil rights safeguards to operate.
The bill now heads to the House floor.
It's probably safe to expect Connecticut’s full congressional delegation to oppose the bill, as they have yet to stand up to protect women in sports or private spaces. It's past time for Democrats to accept biological reality.

Not Republicans, Democrats.
“It's past time for Democrats… to accept biological reality.”
Seriously? The peripheral?
When Hayes said, ”… could undermine broader civil rights protections for LGBTQ+ students,” it opened a door for an ADULT to say, “Yes, yes it does, because it’s premise is… indefensible, an abomination – and it ends NOW.”
It's past time for conservatives to stop posing as defenders of truth.
But, alas…
Hayes is a disappointment
