Health and Human Services (HHS) Secretary Robert F. Kennedy, Jr. said Pennsylvania Gov. Josh Shapiro’s (D) accusation that he has chosen “to go down a rabbit hole of conspiracy theories and false claims” regarding the presence of aborted fetal tissue in vaccines, is yet another example of Democrats’ attempts to “gaslight” Americans.
Shapiro, Kennedy wrote, “accused me of promoting conspiracy theories because I told him, during an earlier telephone conversation, that some Americans had religious objections to the MMR [measles, mumps, rubella] vaccine because it contained fetal tissue. ‘There is no fetal tissue in the MMR,’ he told me.”
But Kennedy posted to social media a segment of the recorded deposition of Stanley Plotkin – the inventor of the MMR vaccine, who admitted to “butchering 76 aborted normally developing fetuses, all over three months old, in just one of the many studies that led to the development of his vaccine,” the secretary said.
“The rubella virus used in MMR-II is grown on the cultured cell line composed of lung tissue from an aborted three-month-old female embryo and listed as ‘WI-38 human diploid lung fibroblasts’ in the ingredients of MMR-II as portions of these cells end up in each vial of MMR II,” Kennedy explained.
“During Dr. Plotkin’s deposition, Attorney Aaron Siri asked: ‘Isn’t it true that MMR II contains approximately 150 nanograms cells substrate double-strand DNA and single-strand DNA per dose purposefully fragmented to approximately 215 base pairs in length?’” the secretary continued. “Dr. Plotkin answered: ‘Yeah, that’s probably correct, yes.’ This equals approximately 646 billion pieces of human DNA from an aborted fetal cell line in each vial of MMR-II.”
Kennedy added that Shapiro also accused him of “promoting vaccine misinformation,” and blamed him for the drop in vaccination rates in Pennsylvania.
The governor’s press conference, the secretary said, was “an example of the same species of gaslighting.”
In his social media post, Shapiro asserted the statement about fetal tissue in vaccines “has been thoroughly discredited time after time by real doctors and trusted medical institutions like CHOP [Children’s Hospital of Philadelphia].”
The governor cited the statement of the American Academy of Pediatrics (AAP):
Vaccines do not contain fetal cells. Some vaccines involve growing viruses in human cell cultures originally developed from two aborted fetuses in the 1960s. These cell lines are still going, so no new aborted fetuses are ever needed. Purification processes filter the vaccine during production, and no fetal tissue remains.
Shapiro’s accusations against Kennedy come as investigative reporter for the Daily Wire Meg Brock observed Tuesday that Shapiro “is pushing to radically rewrite his state’s health code to give his administration authoritarian police powers.”
In Brock’s latest piece, she reveals how, during his bid for re-election, Shapiro and Pennsylvania Democrats are proposing a new regulation that – upon recommendations from the Centers for Disease Control and Prevention (CDC) and AAP – would give the state’s Department of Health “centralized police powers under the guise of ‘disease control measures,’ including the ability to enter homes and schools without a warrant, access confidential medical records, and impose statewide school mask mandates for disease prevention.”
A number of plaintiffs – including two pediatricians and Children’s Health Defense – recently brought a civil Racketeer Influenced and Corrupt Organizations Act [RICO] lawsuit against AAP that alleges the pediatricians’ organization colluded with pharmaceutical companies and allied institutions to promote the assertion that the childhood vaccine schedule that had been in place prior to the Trump administration had been fully verified as safe. The plaintiffs also allege that AAP and its allies withheld facts that counter their own claim.

Brock also pointed out that, in October 2025, “Shapiro said vaccines were a ‘big business’ that generates billions of dollars for the PA economy.”
In the video clip Brock posted, Shapiro spells out to Pennsylvania citizens that the economic success of the commonwealth depends upon more people taking vaccines:
[T]his isn’t just good public health guidance. This is also really good for our economy. We’re also one of the top sites in the entire country for vaccine production here in the commonwealth, employing thousands of Pennsylvanians in manufacturing vaccines. In fact, more than half of all vaccines administered in the United States come from a facility here in the Commonwealth of Pennsylvania. This vaccine production is responsible for 4,700 jobs of our fellow Pennsylvanians and generates 4.74 billion dollars for our economy. So, look, I know you probably don’t worry about that a whole lot when you’re conducting important healthcare procedures, but it’s also big business for us here in this Commonwealth. Our health, our safety, and our economy all depend on people having access to vaccines, and sadly, RFK Jr. and the president want to try and take that away from us.
Kennedy replied that the Trump administration “is working to restore public trust not by gaslighting or manipulating, but by being truthful, at last, with the public.”
