For too long, many residents of Norwalk have felt that decisions affecting their neighborhoods, schools, businesses, and families are being made without enough input from the people who actually live there.
That is why Tricia Ciccone is running to represent Connecticut’s 137th Assembly District in Norwalk.
A longtime Norwalk resident, community volunteer, mother, and education professional, Ciccone is building her campaign around a simple idea: government in Hartford should listen to the people of Norwalk—not the other way around.
“Norwalk is not just where I live,” Ciccone told supporters at her campaign kickoff. “It’s my home. It’s where I raised my family. It’s where I work. It’s where I volunteer.”
Having spent years working with children and families through educational and after-school programs while raising her own family in Norwalk, Ciccone says she understands both the strengths of the community and the challenges residents face every day.
Putting Norwalk First
Throughout her campaign kickoff, one message remained constant: Norwalk deserves to have its own voice.
“I want to make sure we’re putting our community first,” she said. “Norwalk residents need to be heard.”
For Ciccone, that means reversing what she sees as a growing disconnect between Hartford and local communities.
“The decisions affecting Norwalk should be guided by its residents—not the other way around,” she said. “Hartford shouldn’t be telling us what Norwalk needs. The people who live here know our community best.”
That commitment to local control has become one of the defining themes of her campaign.
Fighting for Affordability
Like many Connecticut candidates this year, Ciccone says affordability is the issue she hears about most often from voters.
“I know families are feeling the pressure of rising prices,” Ciccone said. “I know seniors are looking at affordability. I know taxpayers want transparency and a government that works for them.”
Her priorities include lowering energy costs, protecting taxpayers, supporting responsible budgeting, and creating a more affordable Connecticut for working families and retirees.
Modernizing Education Funding
As someone who has spent her professional career working with children and families, education is central to Ciccone’s campaign.
She believes Connecticut’s current Education Cost Sharing (ECS) formula no longer reflects Norwalk’s needs.
Rather than relying primarily on property values, she argues that education funding should better account for multilingual learners, special education needs, and the real costs school districts face today.
“Our schools deserve funding based on the needs of our students,” she said.
Her campaign calls for modernizing the ECS formula, increasing support for special education, and reducing the pressure local education costs place on property taxpayers.
Restoring Local Control
Ciccone also expressed concern about state policies that reduce local decision-making.
She pointed to recent housing legislation that, in her view, limits municipal authority over planning and development.
Norwalk, she argues, should be able to make decisions that reflect its own infrastructure, neighborhoods, and transportation needs.
“Local communities know what’s best for their own future,” she said.
Supporting Public Safety and Small Businesses
Ciccone says supporting first responders and strengthening public safety must remain priorities.
Police officers, firefighters, EMTs, and emergency personnel should have the resources necessary to protect the community without uncertainty over funding, she said.
She also believes Norwalk’s small businesses deserve greater support.
“Our businesses are the backbone of our community,” Ciccone said. “We need to support the businesses we already have while creating an environment where new businesses want to invest in Norwalk.”
A Campaign Built on Listening
Perhaps the most recurring theme throughout Ciccone’s remarks was listening.
She promised voters that if elected, she would spend her time in neighborhoods across the district hearing directly from residents.
“My goal is to earn your trust,” she said. “To be ethical. To listen. Because I don’t think people feel like they’re being listened to.”
She emphasized that regardless of political affiliation, most residents share the same goals:

Building a Team for Change
Ciccone also reminded supporters that campaigns are never about one person.
She encouraged volunteers to knock on doors, make phone calls, and help neighbors participate in the election.
She also highlighted fellow Republican State Senate candidate Justin Perry and Congressional candidate Dr. Michael Goldstein emphasizing that building better representation for Norwalk requires electing strong candidates throughout the entire ballot.
“This is a team effort,” she told supporters. “None of us can do this alone.”
Ciccone’s message reflects a broader effort among Republican candidates across Fairfield County to work together, support one another, and offer voters alternatives at every level of government.
A Choice for the 137th District
Tricia Ciccone believes Norwalk deserves a representative who knows the community because she has lived it.
As a mother, educator, volunteer, and longtime resident, she says she understands both the opportunities and challenges facing local families.
