  • Connecticut For All's 2026 Policy Agenda Is Pretty Much "Tax The Rich" And "Stop ICE"

    "TOMORROW FRIDAY 2/27 we are testifying in the Finance Committee to TAX THE RICH," boasted Connecticut for All in an email to members today.

    "No business as usual under an authoritarian federal administration that is destroying our government and attacking our civil rights, all to keep filling the pockets of the Epstein billionaire class in Connecticut and across the country," wrote Connecticut For All. "Trump and MAGA Republicans are escalating the threat – taking an axe to our public services and family budgets. Decades of state underfunding is now compounded by federal cuts.  Enough is enough."

    To be clear Trump and MAGA republicans have been attempting to reduce waste, fraud and abuse, which includes preventing illegals from obtaining benefits meant for legal citizens.

    But forget about that, because Connecticut For All wants coalition members to fight in support of "tax justice" tomorrow.

    About Connecticut For All

    Connecticut For All is a statewide coalition of labor, community, and faith organizations on a mission to "to eliminate systemic inequalities and rebuild a better Connecticut."

    The coalition includes 36 non-profit and activist organizations (e.g., Indivisible Shoreline, Make the Road CT, Reproductive Equity Now, Planned Parenthood Votes, Sunrise Movement, United Way Statewide), 12 faith-based organizations (e.g., Collaborative Center for Justice, Moral Monday CT, New Sanctuary Congregations CT), and 25 labor organizations (e.g., AFT, SEBAC, SEIU, CT Teamsters).

    The steering committee features organizations that have advocated for using tax money to support illegal immigrants (e.g., Husky 4 Immigrants, CT Students for a Dream), as well as ones that have financially supported the Amistad Awards—the annual communist awards ceremony in New Haven—including CT AFL-CIO, CT Tenants Union, AFSCME Council 4, 1199NE, New Haven AFT.

    So it should probably not come as a surprise that Connecticut For All's 2026 policy agenda is pretty much "Tax the Rich" and "Stop ICE."

    The agenda is supported by the "Stand Up CT" Coalition, which includes other activist groups, such as Connecticut Citizens Action Group, a group dedicated to "engaging the residents of Connecticut to alter the relations of power in order to build a more just society."

    The Stand Up Coalition argues that Trump's agenda benefits billionaires and corporations at the expense of working families, but it doesn't exactly say how.

    The coalition admits that its policy proposals were designed in response to "attacks from the federal government and unjust state policies." Now it wants to "reclaim the tax money lost at the federal level" from those billionaires and corporations that are allegedly "getting preferential treatment from Trump in the largest transfer of money from the poor to the rich that this country has ever seen with a single law."

    Here are the key elements of the coalition's 2026 agenda:

    • Adjust the State’s Fiscal Controls - HB 5187: Adjust the volatility cap threshold or increase the Budget Reserve Fund from 18% to 25%.
    • Income tax for high earners - HB 5133: Increase the highest marginal rate of the personal income tax from 6.99% to 7.99%; and HB 5081: Add a 4% surcharge on income over $1 million.
    • Capital Gains Surcharge - HB 5185: To establish a capital gains and dividends surcharge on taxpayers subject to the highest marginal personal income tax rate; and SB 104: To establish a surcharge on capital gains, aka "Looney's 1% bill."
    • Mansion Tax - SB 101: To establish a statewide property tax on the portion of the market value of homes in excess of $3 million.
    • Estate and Gift Surcharge - HB 5139: An estate tax recapture for estates that exceed the $15M on estate tax liability, and an alternative minimum estate tax to prevent the effective net tax rate from falling below 2%.
    • Child Tax Credit - HB 5134: Establishes a refundable child tax credit against the personal income tax for up to 3 three children, in the amount of $600 per child, for taxpayers with federal adjusted gross income of less than $100,000 for single filers and $200,000 or less for married individuals filing jointly; and also similar bill SB 103 - Looney’s refundable Child Tax Credit.
    • Sensitive Locations Bill - SB 91: "Protects" sensitive areas from "local, state or federal law enforcement" unless there is a judicial warrant, a criminal conviction (e.g., Class A and Class B felonies) or a match to the terrorist watchlist. Sensitive areas to include: schools, medical and mental health care facilities (e.g., vaccination sites, sites that serve "pregnant individuals"), churches, places where children gather, social services establishments, places where disaster or emergency response and relief is provided, funerals, graveside ceremonies, religious ceremonies, weddings, or places where there is an ongoing parade, demonstration or rally.
    • An Act Regulating Automated License Plate Readers (APLRs) in conjunction with ACLU CT: To limit data retention period, restrict sharing data with federal agencies that might use such data for "ICE surveillance" in violation of the Trust Act, and establish private rights of action for individuals harmed by violations of this bill.
    • National Guard Executive Order - also with ACLU CT: Prevents CT National Guard from being used to support immigration enforcement efforts, either in Connecticut or in other states, without the Governor's consent.
    • Health Care Justice NOW - affordability + quality: "Concept bill to improve access to quality and affordable healthcare to CT families, and respond to Federal cuts with state-level funding and infrastructure."

    The coalition is calling on people to submit public testimony ahead of the Public Finance Meeting on Friday, telling activists exactly what to say, and even offering to help folks with their testimony.

    Where's the conservative counterbalance to this coalition?
