Connecticut Attorney General William Tong, joined by a coalition of 14 Democrat attorneys general from blue states, has filed yet another lawsuit against the U.S. Department of Education. This latest act of lawfare seeks to block efforts to terminate congressionally allocated school-based mental health grants that contained diversity, equity, and inclusion (DEI) priorities.

The Trump administration is moving to end these grants at the close of July, reclaiming control over federal spending and redirecting resources away from ideological spending. The move would impact $3 million in funding for schools in Hartford, New Britain, Vernon, and Waterbury.

This marks the second time in a week that Tong initiated lawfare to defend DEI. The first suit he filed was to effectively allow homeless shelters to continue to house biological men who identify as female with biological women and retain federal funding.

“For the second time in one week, we are back in court, facing off against a President refusing to release Connecticut funds. On Tuesday, it was homelessness funding," said Tong. "Now, it’s $3 million for mental health support for Connecticut kids—funding that the court has already ordered must be released. Trump is taking money meant for our kids to bankroll ballrooms and tax breaks for billionaires. We’re going to keep fighting for as long as it takes to stop this cruelty and chaos.”

Congress initially funded these programs amid national concerns over school safety, but implementation under Biden quickly shifted toward promoting contested social policies. While proponents tout metrics like reduced suicide risk or fewer behavioral issues in sampled projects, critics argue such programs often expand government reach into mental health without proven long-term results, sideline parental involvement, and embed divisive equity frameworks that distract from basic academics, school choice, and genuine safety measures like secure campuses and mental health screening focused on real threats.

In April 2025, the Department of Education properly notified grantees that these awards conflicted with the new administration’s priorities—putting American students first rather than advancing left-wing social engineering. After earlier litigation, the department complied with court directives on continuations through December 2026 but limited funding to six months to allow proper review. Now, officials are terminating the grants outright to prevent further waste and to honor the clear voter mandate for fiscal restraint and elimination of politicized programs.

The coalition’s latest lawfare claims violations of the Administrative Procedure Act and Constitution, demanding another preliminary injunction.

Attorney General Tong is joined by his allies from California, Colorado, Delaware, Illinois, Maine, Maryland, Massachusetts, Michigan, New Mexico, New York, Oregon, Rhode Island, Washington, and Wisconsin.
