In another attempt to curry favor with Connecticut’s leading “health care” grifter, Attorney General William Tong recently announced a lawsuit against the Trump Administration over upcoming changes to requirements for the federal family planning grant known as Title X.  Planned Parenthood of Southern New England (PPSNE) stands to gain the most from Tong’s efforts.  PPSNE, which many Connecticut taxpayers significantly subsidize against their will, is Connecticut’s leading organization dedicated to the taking of innocent life.

New reasonable requirements for grantees to receive Title X funding over the next five years are anathema to PPSNE. The federal government now requires states that receive Title X funds to provide instruction on natural family planning, to prohibit the distribution of sex-rejecting medications, and to provide information on marriage and building a family, to name a few. Choosing not to incorporate these changes would impact PPSNE financially.

Whenever the money spigot is threatened, PPSNE has called upon its political leaders, such as Attorney General Tong, to protect its bottom line by claiming thousands will not be able to receive its services. This cry proves empty when its real financial position is made known. While requesting and receiving millions in additional state funding over the past several years, supposedly in response to funding restrictions placed on PPSNE by the Trump Administration, IRS filings show an extremely strong financial organization that was never really in trouble when it came to providing services.

“To ensure the grifting of state funds, PPSNE made a business and political decision to threaten the reduction of services if federal funds were cut. It did this while it was maintaining an ever-increasing endowment fund and posting a multi-million dollar operating surplus. PPSNE deceived the public and our elected officials,” stated Christopher Healy, executive director of the Connecticut Catholic Public Affairs Conference.

PPSNE is awash in cash according to its IRS tax filings. It had a “rainy day” endowment fund valued at over $52.1 million as of June 2025. Since 2018, the endowment fund has increased by $39.3 million or 306%.  The “rainy day” fund has never been mentioned during its constant multiple requests for taxpayer funding. Additionally, as of June 2025 PPSNE had an operating surplus of $4.1 million.

During the PPSNE fiscal year 2024-2025, while its endowment was growing, $10.4 million was allocated to PPSNE from the state’s Emergency Response Reserve to cover federally frozen Title X funds and Medicaid funding. Those funds were to help cover “cut” federal funds through June 2026. The federal government released frozen Title X funds in the spring of 2026.  There is no indication that PPSNE returned the $1.9 million the state gave it for this program.

“Our elected state officials must stop panhandling for Planned Parenthood and put a halt to the preferential treatment it receives. Many Connecticut taxpayers are morally opposed to the abortions it performs and do not want their funds used for life-ending procedures. If Planned Parenthood of Southern New England, a nonprofit, truly cares about its clients over its bottom line, it should dip into its financial reserves and not taxpayers’ pockets.” stated Healy.
