Donald Trump just announced today while speaking at the Economic Club of New York that he's taking the advice of Elon Musk, and will create a government efficiency commission if he is re-elected to the White House.
The commission would be tasked with conducting a complete financial and performance audit of the entire federal government, and making recommendations for drastic reforms.
Elon Musk has agreed to head the task force.
This is not the first time that a president has proposed an investigation into the efficiency of the federal government and referred to cleaning up government waste as "draining the swamp."
In President Reagan's “Remarks to the Reagan Administration Executive Forum” on January 20, 1982 after being in office for one year, President Reagan mentioned “draining the swamp,” as in government efficiency.
“Speaking of swamps, I want to urge you all not to get bogged down in Potomac fever. Don't let the Washington whirl or the Washington morass let you lose sight of why we came here and what it is that we're all trying to do. I know it isn't always easy. As the old saying goes, ``When you're up to your armpits in alligators, it's sometimes hard to remember that your original intention was to drain the swamp,” President Reagan stated.
“That's not why you're here and I'm here. We're here to cut back on waste and mismanagement; to eliminate unnecessary, restrictive regulations that make it harder for the American economy to compete and harder for American workers to find jobs; to drain the swamp of overtaxation, overregulation, and runaway inflation that has dangerously eroded our free way of life,” Reagan added.
Six months later, President Ronald Reagan signed Executive Order 12369 on June 30, 1982. That created a commission that was headed up by W.R. Grace's CEO Peter Grace. It resulted in a 600 page plus report that outlined eliminating waste and inefficiency in the U.S. Federal government.
Grace's orders to his colleagues crystalized clarity.
"Be Bold and work like tireless bloodhouds, dont leave any stone unturned in your search to root out inefficiency," Grace told his commission members.
The Grace Commission Report was presented to Congress in January 1984.
“This report includes statements from the Grace Commission summarizing the 2,478 recommendations on ways to save $424 billion of "waste" in the Federal Government over three years, as outlined in the 656-page, two-volume Summary Report,” reads the National Archives.
