The Ledyard Town Council voted to tell the Mayor to cease the use of all Flock Safety cameras in Ledyard, CT on Wednesday, September 23rd and the Ledyard Police Department’s support of the Town Council’s vote is evident in a letter dated September 25, 2026.

Police Chief Ken Creutz wrote a letter dated September 25, 2026 to Chairman Gary St. Vil and Members of the Ledyard Town Council. In the letter, he formally recommends the town cease use of the Flock Safety cameras currently in operation throughout the Town of Ledyard.

“Earlier today Flock advised me of a security incident that occurred yesterday. A malicious actor published a website containing customer device information such as device names, locations, and device types,” Creutz wrote.

Chief Creutz also shared with the Council members that, through his own research, he found that the CEO of Flock Safety had been invited to testify before the U.S. Senate Judiciary Subcommittee on Crime and Counterterrorism. When the hearing took place, the CEO did not appear but instead sent a letter to the Senate. In that letter, it was revealed that Flock employees could use the tracking technology in ways that law enforcement had been led to believe were not possible.

“Information that came to my attention today gives me serious concern regarding privacy, security and transparency. Public safety tools must be of value to the public and therefore deserve the public’s trust. Therefore, we must be able to provide clear and accurate information regarding the function of public safety tools and who has access to the information collected by said tools,” Creutz wrote.

After speaking with Mayor Fred Allyn, Chief Creutz stated plainly: “I recommend that the Town of Ledyard cease the use of Flock Safety cameras.”

Concerns about automated license plate reader (ALPR) systems have been growing in recent years, particularly with the presence of Flock Safety-marketed systems across the country. These systems are marketed to municipalities as a public safety tool. However, there are growing concerns regarding data security, corporate access to law enforcement collected data, and the ability of that data to be misused.

Many Ledyard residents expressed their concerns about the cameras prior to the Town Council’s vote on September 23. The Police Department appreciates the time that everyone has taken to express their feelings regarding public safety and their opinions about the cameras. Those views will continue to be considered going forward.

The Ledyard Police Department will continue to work with Mayor Allyn, the Town Council, and all other Town leaders to assess public safety needs for the Town of Ledyard.
