The Public Health Committee is holding a public hearing on H.B. No. 7213, An Act Concerning Access to Reproductive Healthcare, on Monday, March 17th.
The purpose of the bill is to allegedly protect patients' access to reproductive health care.
The way the bill is written, however, it says that "any minor child may give consent for services, examination or treatment related to pregnancy and pregnancy prevention without the consent or notification of the minor child's parents or guardian" where a minor child is defined as any child under the age of 18 years old.
The legislation would also prevent physicians or other health care providers from divulging any information about the provision of such services--including consultation, examination and treatment--including, but not limited to, by sending a bill to the minor's parents or guardians that details the services received without the child's express consent.
Put another way, if a girl gets an abortion and is at risk of an infection, hemorrhage or even emotional distress, the physician would be prevented from informing her parent or guardian, so long as the child wants to keep it a secret.
Another provision states that parents or guardians who were not notified about their child receiving reproductive services "shall not be liable for the costs of such services" but it doesn't clarify who is responsible.
There is a public hearing on H.B. 7213 on March 17th at 11:30 AM.
