In a confounding move, the Biden administration has extended President Trump's Executive Order 13848 defining a National Emergency with regard to Foreign Interference in or Undermining Public Confidence in Unites State Elections.
Key considerations:
The EO creates a National Emergency in case there is evidence that US elections have been interfered with OR if if Foreign interference has impacted Public Confidence.
Creation of a National Emergency opens the option of other actions pursuant to other EOs and U.S. laws.
The EO also includes a number of sanctions against those found to have interfered in U.S. elections.
The order also specifies that the Director of National Intelligence shall with 45 days of a U.S. election, produce a report indicating whether there was in fact evidence of Foreign interference.
DNI Ratcliffe missed that deadline and said he did not yet have the needed data from the 17 agencies under his intelligence community, following the 2020 election.
Some may not recall that on January 19, 2021, Director of National Intelligence John Ratcliffe, announced that there had been foreign interference discovered. At the time details were sparse and many people overlooked the announcement given that the inauguration was scheduled for the next day.

Why would Biden extend this EO? What does it mean? We don't know, but it doesn't seem to be consistent with other actions he and his administration have conducted.
